And if you have watched the anime then I won't have to prove to you why.

Yes he tried to kiss Kallen and told her to comfort him before but that was because he was totally torn inside and wanted to get out of the frustration he was in. Kallen grew feelings for him eventually but he never looked upon her more than a best friend.

Even Lelouch didn't knew how much she meant to him until she confessed it when she was dying.

He realized of his own that C.C.s real wish was not to die but to be loved and smile truly without the power of her Geass. And Lelouch saves her from Charles and V.V. for that sake. It is quite evident in the scene when C.C. Kisses him .You can see The emotions and his feelings for her on his face at that moment. The way he treated her when she lost her memory is the way Shirley wanted to get treated by him. Just like Nunnally, he wanted to fulfill C.C.s wish also and he gets the Geass's code for that purpose because he's the only one who could make her happy...
